Trying to activate two phones

i recently checked my zip code and im not able to activate new service in my area. so what im trying to do is activate two lines in the nearest city (philly) since i dont really care about the nurabers i get.

so my question is, if i flash both phones to the cricket service, how ould i actually activate new nurabers on them for a different city?
 
nah i havent called. i just dont understand why i cant activate new service when i have so much coverage in my area. but they have their own policies or what have you.

but yeah i guess i can call, or go on the website and just do a test activation to see what information i would need to do it.
