Trouble starting the engine - 93 Honda Del Sol (video link)?

My car won't start until the Check Engine light turns off.
After I turn the key, I have to wait between 5 seconds and 5 minutes, before the car will start.
It's hard to describe the problem so I uploaded a video-

Everyone I ask says something different...
I have been told the problem is:
The distributor (replaced)
The main relay (replaced)
The fuel pump
The spark plugs
The fuel injectors
The oxygen sensor

Can you help me figure this out?
