tropical fish ammonia and nitrite?

my tank is still in a cycle i had an ammonia problem, now the ammonia has gone down to 0.25 ppm and the nitrite which iv just tested is 5ppm. i know nitrite is less toxic than ammonia but thoughs levels still seem high is this normal or should i do somethink. also i was told to do small daily water changes to keep ammonia levels down should i continue this to keep nitrite levels down? thanks
