To be honest, I don't remember much of his dialogue from the first TF - I think he was just a stereotypical bad-ass.
The original cartoon Jazz was a bit more of a stereotypical black character - he was played by the brilliantly named Scatman Crothers.
Anyway, regarding TF 2 I'd agree that The Twins were somewhat cliched racial stereotypes.
But pretty much every character in almost every Michael Bay film is a stereotype of some sort.
If you go into a Bay film expecting characters to have anything more than the depth of a puddle, you'll be disappointed.
