Transferring service for verizon phone?

I have Verizon & want to get a new phone and rather than wait for the upgrade can I just buy a phone off of eBay and have it transferred?

For example, if i have a Blackberry can I transfer the service to a Motorola devour?
Also,if so does it cost anything?
