Tranny question about a 1988 Dodge Ram 250 3/4 ton van, 318, 3-speed automatic?

I dented the tranny pan on a bad road. Fixed pan, replaced gasket, filter. Still won't shift out of first gear, but I noticed a wire by the filter that was gouged through the rubber. Is this wire causing the vehicle not to shift?
 
Yes, It is a very good possibility. Also, the valve body may be cracked if the dent was severe enough. Circumstances were different, but I ran into a similiar problem on my 1991 Ram Charger. If those oil galleries have a disrupted flow of fluid, It will create this problem.
