Traffic violation court house relocation?

I recently received a ticket, I requested court in my home city. The officer denied my request, now I know the constitution allows court relocation and mentioned so. He denied, now he was part of a different district but it was committed in the same State, California no more than 30 miles away what I'm seeking is for the citation to be dismissed due to my Constitutional rights being infringed.
Now, am I right or wrong, how so?
 
Oh, my, we got ourselves a ticket, and now we cry ' our rights/ " Well, what about your responsibilities to obey the law. or doesn't that count?
