toyota tacoma cruise control problem.help please.?

when engaged it just floors it ?not your usuall gain in speed like others. when approaching a hill its like going from overdrive to first at very high rpms.that is not comfortable or fuel efficient and definitely not good on a engine.its an 2006 with 10,000 miles and done this since day one.
 
I assume it's under warranty, take it back to the dealer and have them fix it.
