Toyota sequia skid control vsc light?

I'm working on a 2002 Toyota Sequoia traction control problem. The code that I pulled from the system points to the steering angle sensor code 1231. I'm using a snap-on solus for diagnostics. When I looked at the steering angle degree value it appeared to be stuck at -2 degrees no matter what position I put the steering wheel at. I checked the wiring circuits as described on mitchell and found them to be good. The sensor has four wires: power, ground and two data lines. I have no way to prove the sensor bad so I replaced the sensor and then went through the recalibration process using the solus. I still have the same code and the vsc light is still on although now I'm seeing the angle values change when I turn the wheel now, which I didn't have before. So I guess my question is: How do I prove which computer is lying, the translation computer or the skid control computer?. I'm not really a toyota tech so a "theory of operation" would be helpful. All of these components are very expensive.
