Toyota. How hard is it to change a cigaretter lighter unit in a 1999 Toyota

Solara? How can it be accessed? How hard is it to access and change my dash cigarette lighter unit!(The Outer element was replaced but still keeps blowing fuses.) I can't afford the price Toyota charges for it. I could get one at an Auto store, but I don't know how to install it. Can someone tell me how, or if it is easy to do? THANKS
