Toyota gas pedal getting stuck. Can't people throw it into neutral?

I asked this question in the car section earlier. No one answered the question. They responded with "why should they, its toyota problem","if they threw it in neutral they would loose steering".

All I wanted to know is by throwing it in neutral, won't the car come to a stop if you apply the brakes.
