toyota celica tail light short?

My tail light fuse keeps blowing, but only when I'm driving. I've noticed it blows at 45mph with a 15A fuse and in 3rd gear with a 20A fuse (it's supposed to be a 10A, I know that's bad to do). I've tried unplugging the tail lights, DRLs, third brake light, and license plate lights, still with no luck. Any ideas? It's the fact that it only blows while I'm driving and at specific speeds/gears that really confuses me.

It's an 02 Celica GT-S.
