Toyota Camry 2003 - Trouble pumping gas in. Pump keeps shutting off. Takes 20 min to

fill, trickling gas in.? Just recently, my car became almost impossible to fill. The pump will shut off in 1-2 seconds after I start pumping. It will shut off almost immediately after that. So I'm standing there trickling the gas in with the nozzle half out - just to get the gas in. The gas keeps bubbling back up.

I called a Toyota dealership, and they told me that there was a vent tube that was clogged and I need to unclog it. They told me to run my hand from the tank up to the cap and I will find the tube.

#1 does this sound correct?
#2 do I need to remove the plastic wheel well to access it?
#3 If #2, will I destroy the plastic retainers while removing them?
#4 Is this something that I should be able to do myself?

Thanks for any help that you can provide. This is driving me nuts.
