toyota camry 2000 model steering problem?

my toyota camry 3000 model 4 cyl 4 door and 90000 miles, is having steering problem.At times the steering wheel becomes stiff. and becomes difficult to steer, but then automatically becomes alright. I showed at canadian tire , and their tech. checked and found nothing wrong. he just sprayed some wd 40 and it was o.k. Fluid level is o.k. no leakage. The problem is recurring.. What could be the problem and the best way to fix it?
 
sounds like your power steering is failing. check your fluid level and make sure that the drive belt is spinning the pulley on your power steering pump and not just sitting still and riding around it. I would imagine that it is like driving a tank when the power steering goes out.
 
it sounds like something to do with power steering
a bad pump that's starting to go out or a hose that is mushy and flexing when pressure is applied i would start there
