toyota 22re bad fuel pressure regulator.?

here is the problem with the fuel pressure regulator. when i hook up the vacume line it draws gas into the intake plenum. so i decided not to hook it up how ever im still lacking power. i noticed that when i took the line off for the return fuel line. while at an idle the fuel pressure regulator was shooting a jet of fuel out of the rail. is that normal or has my regulator completly failed in both directions. it wasnt a trickle of gas it was a raging tourent shotting right to the ground. obviously i have hooked it backed up to the return fuel line. but is my main power loss coming coming from insuffecient fuel pressure in the fuel rail do to the pressure regulator bieng wide open for some reason. my engine is running lean. there is no black smoke the plugs are new the airfilter is new the timing is correct there is also no smell of gas and the injectors certainly arent leaking. but when i took the return line off the regulator there was ajet of fuel pouring out. is it suppost to do that. when i pinched the return line it seemed to run better at an idle anyway but then gas started squirting out of the connection of the return line.
