Tool to extract text data from image?

Looking for a SW tool which can extract text data from the jpeg (or any type of) images.
If my question is still not clear. This is about actual image processing algorithm:
I am not talking about metadata (like camera info, capture info, etc) stored with the image.

Lets take an example: i capture an image of a billboard which reads "Hello". The tool in question should be able to extract the "Hello" text from the captured image.
 
I don't have any software itself to suggest (I use a software at work that isn't primed for personal use) but searching for anything that will "OCR" (Optical Character Recognition) should send you in the right direction.
Please excuse me if I've only stated the obvious.

IrfanView will list a lot of it under the image>information menu.
Reveal might be good too.
