Tom T Hall song "A Week In The County Jail", true?

Did that actually happen to Tom T Hall, or just a story he made up? I mean, I know he IS "THE" old story teller, but this seems to have a ring of truth to it.
 
I can't find anything that says it was based on a true incident; I think he was just a really great songwriter and story-teller.
