Toilet paper sculpture?

This Aryan Brotherhood prisoner on Lockup had an evil clown sculpture made of toilet paper. How? I just thought that was really cool, the sculpture was made of painted toilet paper but it didnt look like it. How could I make a sculpture out of toilet paper?
 
You wet the toilet paper, then form it how you want it to look then stick it down. Then gradually start piling it up. it isn't too hard.
