Hybrids are not naturally native to anywhere. They are made by manipulating and crossbreed existing plants. The closest you can come to a "native" answer is asking where the parent plants are native.
So, "What area are roses native to?" would be answerable.
The Chrysler Imperial rose, given its name, was almost certainly patented in North America...most likely its inventor was a car enthusiast.
Roses in general are found in most temperate climates...and can be found going back hundreds, even thousands of years, of several continents.
