If you have some files in html format then you require domain hosting to upload that file into the server for others to access. For domain hosting you need to pay money every month.
You can put pdf and Microsoft document file in a similar fashion and it will open in client machine if they have those software.
Or some site allow you to create free website for yourself. There you can upload file depending upon what they allow but they normally don't allow commercial website you can put personal html files there.
