To questions about how to cut a denim skirt.?

I see the skirts where the bottom seams are cut off and there are like the denim strings hanging down and stuff. Two questions about this:
1. What is this called?
2. How Can I do that?
(Sorry about the typo in the title XD) that WOULD work but I tried that and didnt get the stringy-ness
 
it is the destroyed look very hot btw I have a couple like that ;) and yes you can either buy like that, cut an existing denim minskirt just above the hem, or take an old pair of jeans and make that look yourself
 
its called the destroyed look...most people just buy them at hollister, but if you want to do it just buy a jean skirt then cut right above the original seam(:
