correct? It's about our lesson about the Subject-Verb Agreement..

The sentence is: To an outsider, the economics of this country (seem, seems) to be in disarray.

If i'm not mistaken, 'seem' is supposedly correct here since the word in the sentence seems to refer to 'economics' as economical state/health of a country and is taken as plural [?]

My teacher insisted that it should be 'seems' and told me that the word 'economics' is plural in form but singular meaning and the general rule is that singular subjects need singular verbs and so on.

i'm still doubtful about 'seems'

Can anyone clarify this one?
