Tmobile Mytouch 4g Data Plan Questions?

I recently heard about the new $10 data plan promotion and was wondering if wifi could be primarily used so that I wouldn't use any of the 200mb to use the internet and run apps ect.

Also, if I were to use Wifi tethering, would I be using the 200mb from my data plan?
