Tmobile Exchange policy please help?

Okay, so basically the blue tooth on my 9700(bold) doesn't work and i contacted tmobile to replace it and they agreed, now it has a scratch on the chrome bezel will i be charged the 99.00 non refundable fee? everything else is fine no cracked screens no broken pieces or anything
