Three years of nose bleeds for a 5 year old

My nephew has nose bleeds every day to every other day for the past three years. Sometimes they are bad and sometimes just a little. Often spits out blood as well, but has to be from the drainage. Can anyone out here help with some answers? They have no health insurance. What ideas to check on? They have mentioned the blood vessel too close to surface and needing to cauterize. I am seeing where that doesn't help many.

While I and two people I know were adults requiring cauterization, we have never had any subsequent problems after it was done.

Things you can do to help would include making sure that he is internally hydrated. Recent studies show that you should drink half your body weight in ounces of fluid per day (example, a person at 100 pounds would need at least 50 ounces). Run a humidifier in his room at night. Make sure he avoids playing too hard (where the blood rushes to his head), especially on hot or dry days. A thin coating of Vaseline just inside each nostril in the morning and before bed time. Do not let him blow his nose hard or let him pick his nose.
