This middle school is "full"?

Hi. My daughter is going into 8th grade this year. She is a very smart student, but the kids at her old school harassed her emotionally and physically. I want her to go to another school in the district and she said it was alright. I work very early hours, so it was impossible for me to take her to school. She could take the bus to this next school. There are 2 other schools in the district, but they are in VERY bad neighborhoods and they are too far for her to walk, take the bus or anything. So the only school that she will learn at is this one that is "full". I know that they are full only because I called them about information and they said it was full. She will not go to homeschooling and I don't want her too, either.
What can I do? Is there anything I can do?
 
Can you get on a waiting list? Did you try to contact the board of ed.? With the focus on bullying lately, they may be able to make a special exception if you have evidence of severe bullying at her school. Don't give up- Good luck to you both!
