This is normal? Cycle?

Now, this has happened with 2 of my aquariums now. But not the first one i did. It goes like this

New Tank > High Ammonia > High Nitrates > Cloudy Water > Perfect

This happens over a few weeks.

This is the correct thing to happen, yes?
