All thats needed to time travel is for everyone in the world to agree that they are going to set the time to a new date. For example, the world can decide that tomorrow is going to be 17th August 4520 , 2pm - and everyone will set there clock like that. That will be the time, that will be the new decade.
you might be saying but this and but that. There are no buts - time is actually an idea inside the programmed human mind. time is not a real entity. This means that we can travel back, forward anytime anyplace.
What i have said can apply to a single person as well. All you got to do is set your watch to the new time and that will be the time: You understand?

You went to school. The system told you "This is how it is" and you then took exams to show the system that you "Understand".
There are credible accounts of people who experience 'future events' . It is possible that these future events are not 'future' at all - science does not have all the answers because its limited. I ask you this: How much can we actually 'see' with the human eye? 0.003% of whats 'out there'? So with respect - we know very little about time + the universe IMHO.
