listed under my cousin's name, but? This is going to be a long question, but please help!

The car's owner is listed under my cousin's name, but car's registration and insurance is under my name. My cousin asked me if I could help me out because he could not get insurance (therefore couldn't register his car under his name) because I think something got suspended. (It has been over a year, so I don't exactly remember) It was his last year in undergrad, so he needed to drive around for interviews, etc but he promised he would get his own insurance after his suspension gets removed.


I was stupid! I helped him to sign up for insurance under my name, I went to DMV with him to register the car for him. And all I get now is "Suspension Order" due to "Failure to maintain continuous insurance" I got the mail on 12/10, but it says the effective date for registration suspension is 12/12! - (I live in NYS)


Now he moved to California, when he did, he told my parents that he has his own insurance, and registration. So we took his word, and got rid of the insurance, which was under my name. --- He did not pay me back for few months, so we were in hurry to get rid of it. I removed his car on 10/15, I think I have missed the earlier notice about no insurance warning from DMV.


Now I am trying to have him send plates and registration to me, but he is giving me so much trouble! He says he can't find the registration anywhere and that he has only ONE PLATE!! He mailed one while in NYS??? I never thought he would be this irresponsible for everything I have done for him. I mean he got 3-4 parking tickets mailed my house, but he never had the courtesy to tell me first. He had his car towed, but he asked me if I could come to get the car in Brooklyn (I live in LI). So I had to write a letter, get it notarized and fax it while I was working on Saturday!


What should I do? He said I should fill out MV 14413 form - Certification of Lost License, Permit or Plates - so that I may not be responsible for having no insurance for past 58 days. But when I read the form it says "Your license and/or registration may be restored to you after you serve a suspension or revocation period" Then I will get suspended for registration no matter what... Now I think about it, it is already suspended since the effective date is 12/12 =( I don't know what to do!!

Should I pay for civil penalty to prevent suspension? I do not want to mess up my driving history record. Even though the effective date is today, if I go to DMV on Monday, would paying civil penalty clear suspension for registration? If it does not, how long would it stay on my record?? *sigh* =(

I also want to de-register the car from my name ASAP too. Can I do it without having proof of registration?
