I read it at primary school and I think it was fairly new, so from around 1997.
All I can remember is that it was a very surreal story, and that the cover was a pale turquoise/blue with a cartoon style cityscape on it.
As far as the actual story goes, the only part I could tell you about with certainty is that it had a watchdog, that was actually a dog with a watch built into it or something, and there were two men who waited eternally at a bus stop even though there was no such thing as buses, and they were covered in cobwebs.
I NEED to find this book, please please please help me identify it!
