This book that I read in the past?

I read a book way back in fourth grade and I'd like to check back on it, but I've forgotten the title. Maybe you know it?
Plot:
It's about a girl that somehow gets her hands on an egg that hatches into a dragon in water. The dragon somewhat resembles a garden snake (because he's small and just hatched, you know) and becomes her friend. He has some power with water.
Main Characters:
The girl's Asian, she's got a goldfish, and her name starts with "A". Her classmates make fun of her name and call her "Alien" instead. Perhaps her name is "Aileen", or something on the lines of that. Once, with her little dragon in her pocket, her classmates were teasing her again. One of them saw that she was clutching her pocket and he stuffed his hand in there and got bit by what he thought was a snake.
Another chapter:
While her parents are out, the girl puts the hatched egg in water and the house becomes flooded. The dragon swims about, having fun, but she begs him to stop the flood. As soon as she takes the egg out of the sink, the house and all her books, toys, furniture, are dry again.

The book itself:
- It's a chapter book, roughly over 130 pages long??
- The front cover is neat with a girl riding a dragon and grey and white swirling clouds beneath them [I think!]
- For sure; the cover shows a city, and you know it takes place in Toronto, because you can see the C.N. Tower.
