cause of a whining noise ? the sound comes from the transmission side of the engine. also what is the cause of a small clanging sound from the belted side of the engine(sounds like a tiny bell). I know a lot but not about chryslers.
 
The 3.0 back then was Dodge's worst engine ever in my opinion. Better to look for a 3.3 and avoid the 3.0 all together.
 
Whining noises indicate worn bearings and probably gears, rattle in timing belt tensioner would also suggest wear. Every chance this car has done a lot more miles than what is on the clock and should be avoided. They say you know you are flying British Airways when the whining continues long after you have landed and all the engines have stopped.
 
What you are hearing is the serpentine belt tensioner going bad. Cheap and easy to replace. Replace the idler pulley at the same time to avoid further headaches, also cheap and easy. Don't bother just replacing the bearings, they cost almost the same.
Don't re-use the belt, it's been damaged by now even if it looks fine.
BTW- SOME 3.0's only had a idler pulley, but by 1995 im fairly sure it had a tensioner as well. The later 3.3, 3.8 etc. all had the same issues with idler pulleys. The Aftermarket parts by quality brands like Gates eliminate this in most cases and are far less expensive than O.E.M. parts.
