There is a movie I am trying to find the name of!?

I think it is from the 1980's or 1990's. And I am pretty sure it was a Halloween movie and in the movie there is a little chocolate town and the chocolate runs dry. I can't remember if due to a bad guy or what but these little aliens help these kids get the choclate flowing in the town again so the town can be saved. May of been a made for tv movie as well I can't remember since so long ago but I want to play it now for my kids
