I believe he can. It's more of a physical scar on the outside, not affecting the eye's ability to see. Remember, in one episode he stressed about how average teens worry about acne, whereas he has to worry about his face looking abnormal. If the show hadn't cancelled I had always hoped Katara would use her healing powers via the use of water to heal the burnt skin around that eye.
