The whining must stop!?

My daugher will be 3 in four weeks and she is going through a phase of whining instead of talking. I tell her every single time, you have to stop whining and talk to me so I can understand you. But it continues. Its driving me crazy. Its like she is depressed. What is wrong? She just got through potty training, she took that like a champ. I cant really think of anything else that has "changed" recently that would bring this on.. any ideas ?
 
It's a phase, and she will stop.
The key is to completely ignore her when she whines, I mean act like you don't hear her or see her at all.
Tell her ONCE, no more than once, "I can't understand you, please talk right".
She will get the message eventually that whining gets her NO attention, and it will stop.
When she talks right, praise her for talking like a big girl.
