The wandering child from next door keeps coming over, after I tell him he needs to go home?

So there's this 4 year old little boy who lives 2 houses down. The other day he came over and wouldn't go tell his parents where he was so I went over to his house to tell someone. The mom was at work so it was step dad watching him. Needless to say, the kid sneaks out all the time and no one tries to stop it. Now I've told him 3 times in the past 10 minutes that he needs to go home because I am busy, but he can come back another day. He snuck back in the gate once and then just tried to climb over the fence in the back yard! I don't know how much longer I can go without yelling at him and then going over and telling step dad off.

What would you do?
There is no misandry here. When the person, who is in fact a male in this case, sits at home on the phone while his step son is missing and then doesn't do anything about him wandering/sneaking off, it's a BIG problem.

I have the same problem with the two mothers up the street who let their kids wander around, come into our yard and destroy our stuff.

And yes...this isn't my first question on this topic.
Apparently some people don't see the problem with this? What's the harm? He can hurt himself severely on the fence climbing over it (its pointy at the top), there is a mini pond that we drained but still has a few inches of water in it that he can possibly drown, he comes in and out of my house freely, the list goes on.
