im a little perplexed about the design.

primarily:
-why is there no Welsh representation on it?

secondarily:
-why does it feature St. Patrick's cross? i know Northern Ireland is part of the UK, but does the cross reflect NI well? wouldn't incorporation of the Ulster Banner be more appropriate?
-In design it appears St. George's cross is in the foreground and St. Patrick and St. Andrew's are the background. One could say it's placed over them? why is this so?
