The Strongest Anime Villain

My bet would be the Zombie mob from High School Of The Dead..... I mean I think a world of zombies would hard for any villain to beat........ =D
 
Majin was a beast but he did not kill goku..ide have to say cell just for the fact he came back so many times and had something to do with gokus death
