The speedometer in my car goes to 200, why?

Okay stupid question I know. But why is it the top speed we can "legally" travel in Canada is like 110kph, but the speedometer. in my car goes to 200kph. Seems to me that's a Little silly.
Second part of mquestionon is why don't they just put Governoror on all the cars and stop high speed altogetherer?
