The sims 3 won't show custom content?

I've been fighting all night with this.

I have a .cfg file containing

Priority 500
PackedFile Mods/Packages/*.package
PackedFile Mods/Packages/*/*.package
PackedFile Mods/Packages/*/*/*.package
PackedFile Mods/Packages/*/*/*/*.package
PackedFile Mods/Packages/*/*/*/*/.package

Inside a folder named Mods. Also in Mods is a Package folder with the content inside.
We've deleted the cache files too to see if that was a problem and no luck. Help!
