The samsung rogue internet plan isnt optional?

Im getting a new cell phoneand i would like to get the Rogue. But there is one problem, i heard you have to get an internet plan with it which is minimum 10 dollars. Now is this ten dollar fee something you pay each month? Or do you pay it when you get the phone and then you have it forever?
