The Restaurant Pio Loco in Redding, Ca...is it any good?

I want to take my boyfriend out on a date at a really nice restaurant. Someone mentioned Pio Loco, which is supposed to be some type of seafood/mexican food. Has anyone actually been there? If so, how is the food? Service? Prices?
Also, what kind of clothes should I wear? Like a nice dress with a formal look? Or could I dress casual?

What does PIo Loco mean? Is Redding close to SaN Francisco. I'd give your question a yes, just because I think it sounds cool. I'm not even in Calif. I'm just guessing it's a nice town where a nice restaurant is.
