...the will of the people? Brian Mulrooney --- wanted to impose a "revenue neutral" tax --- to replace the unfair hidden manufacturers tax --- He called it the Goods and Services tax --- GST

A liberal senate blocked the bill --- arguing it was a monetary budget bill there was a liklihood the government would fall ( open for legal interpretation I am aware)

In order to push the bill through the upper chamber he flew to England

The conservative PM asked Her Majesty Queen Elizabeth the 2nd for permission to appoint 8 extra senators to impose a tax which was incredibly unpopular

The Queen ---- allowed it --- gave him special permission to appoint the 8 extra senators and the issue was dead --- The GST passed the upper chamber and was given Royal assent by the GG of the day

We now pay ---- GST on almost everything

No one would be able to say --- "revenue neutral " tax with a straight face any more - That one tax which Jean Chretien ran on getting rid of was mostly responsible for Liberal government surplus

So the conservatives seeking special permission --- got it and the liberals lied about scrapping it (big surprise)

I could rhyme off the theoretical reasoning of the upper chambers existence

But I would be very hard pressed to find a practical example of their existence


If anyone wants to step up and give me a practical example of their doings for the good of the nation --- Please do so
