the republic: Why is self-discipline and morality applicable to the city as a whole?

Why are self-discipline and morality applicable to the city as a whole, rather than in parts>

- self-dicipline is a way of controling what is wright and whats wrong (controlling our good side over our bad side)
- morality in the city is "the principle of specialization"
- morality in the individual consiste of three parts
