I lived in Italy for a number of years . At that time I had to apply for permission to reside , showing means of income etc. . At the end of five years my Permesso di Soggiorno was stamped giving me permanent residence . I currently live in Thailand . I am told that today , all I would have to do is find somewhere to live and register residence with the local Comune .
