The Power Plant behind my house releases ash once a week?

The Power Plant behind my house releases ash into the air about once a week. They usually do it past midnight when no one is awake to know what is going on, but last night when it was about 2 degrees outside... they let it out! It was so thick that I could barely breathe! I really do not think that is healthy. They claim that they are environmentally friendly, but I have problems believing them after last night. When I went outside this morning there was a thick layer of ash covering everything. I really think they are violating some kind of law but I have no clue what I am supposed to do about it. Any thoughts or advice?
 
the problem is they might be paying someone in order for them to be allowed to do that but no that is defiantly not something that they should be allowed to do epically when there's so much of the stuff. You could try telling someone in the local government or something like that.
