The post-Cold War paradox is that nation-states are simultaneously experiencing integrative and disintegrative developments. In short, a world liberated from the grip of the Cold War now faces challenges every bit as threatening -– and as potentially intractable -– as those faced from 1945-1991. What are these integrative and disintegrative developments? That is, what is bring the world together and what is tearing it apart?
