A. business or home open to the public.
B. dwelling house.
C. structure that belonged to the king.

I would say "B".

"A" is a modern legal concept (i.e. private property with public access). And centuries ago there also was no such thing as a separate place of business. People generally worked where they lived.

"C" would imply that it was only illegal to rob the king.
