According to which organization's policies do any parties involved need to follow?

Which article addresses the issue of, if an attack were to take place, the danger that would ensue?

What does the Republic of Korea have the right to do to U.S. control territory in the Republic of Korea?

What measures will be taken to prevent a future armed attack?
 
There is no Armistice in Korea. Technically the two nations are still at war. This has been a cease-fire ever since 1953. The DMZ, or De-Militarized Zone is intended to provide a buffer. If either side moves troops into that area it could be considered a breach of the cease fire and the war could start again. Both sides watch the DMZ carefully and any necessary activities are announced in advance so as not to spook the other side.
