The History Loop?

Is History in some kind of loop, just bound to repeat itself? If it is, then right now we are in another Vietnam and are headed for a second Cold War ( Between US and China ( China is already seeking to manufacture nukes, increase the size of its military, which is already over 1 million soldiers, and will surpass our GDP by 2030 tops)), But that is what i think. What are your opinions?
